Downtown Strategic Plan: Grand Junction, CO

Parks & Gardens , LLC has teamed with the Leland Consulting Group to prepare a Downtown Implementation Strategy for the Original Square Mile of Grand Junction. Similar to other western communities, the City has invested significant resources in public improvements, as evidenced by new streetscape installations and civic amenities that contribute to the vibrant character of Downtown.

Working closely with the City, the Downtown Development Authority is interested in identifying existing barriers to both public and private investment. In conjunction with market analysis, Parks & Gardens is analyzing the existing physical and design context of Downtown: reviewing existing planning policies and regulations to identify design “barriers” to investment. An Existing Conditions and Design Context informs the Physical Framework Plan, that ties directly to the market study, recommended  Exploring and testing potential redevelopment sites against market trends, land use regulations, parking requirements allows the DDA to more fully understand the physical, market, financial and regulatory barriers to future investment and redevelopment.

Throughout the project, Parks & Gardens worked closely with community stakeholders, who will be responsible for carrying the revitalization banner and implement actions that are critical to the success of the DDA. Parks & Gardens prepared detailed information for distribution to project staff and the Steering Committee well in advance of the meetings to ensure that the time is spent in discussion rather than review. A public workshop allowed the community and downtown residents an opportunity to work side-by-side with the consultant team in identifying solutions to specific barriers while ensuring that the cherished character of Downtown is preserved.
