Parks & Gardens is currently providing urban
design and planning services for the City of Pueblo's Downtown
Implementation Strategy Plan. The primary focus of the plan
is to develop an implementation framework that capitalized
upon the city's significant investment of the Historic Riverwalk
Project.
The urban design component of the project focuses on the
integration of publicly accessible amenities into existing
systems, such as the Riverwalk and newly installed streetscape
improvements. It will be important for future development
to leverage the character and ambiance generated by existing
public amenities and furnishings by offering secondary or
even tertiary systems of public space: small courtyards,
outdoor dining facilities, seating areas, plazas that don't
compete w/ the street or Riverwalk, but supplement them.
Because public investment has been so extensive, private
development will need to show how each project contributes
to the established framework and the systems that create
such a unique downtown experience: the Riverwalk, the Historic
Districts, the civic campus and lively streetscapes.
Parks & Gardens is responsible for initial district
assessment, public facilitiation and urban design policies
to inform a framework plan for future development.

Historic structures flanking the
Riverwalk are critical opportunities for private investment,
but require creative financing mechanisms to offset
the costs associated with code compliance. |

by local agencies and become part of the extensive civic
campus currently located in downtown. |
